Yellow breast and under wings

Saw two hawks at Villa Maria in PA last week. Circling high with bright yellow feathers under the wings and breast. Black feathers near wing tips.


I had binoculars so I am pretty sure of the color. It was about 4pm and the color was clear when either would climb and the sun would light up their underside.

I can't find any description that would match this.
