I had to shrink the resolution to upload it. When you magnify the area, the beak doesn't have the pouch under it that a Pelican would

Looks like American White Pelicans

From the photo, I would say they are American White Pelicans.

White Pelicans do not dive for food, but dip their bills into the water while swimming.
