What kind of bird is this

This bird showed up about 3 weeks ago. I assumed that it was a homeing pigeon but from all the images I have seen, I haven't found one like this. Some people say he looks like an owl, others say he looks like someone's pet. He is white with black spots but his neck and head look like he is wearing a fur hood. During the day he hangs out on the roof of my garage and at night he sleeps on the ledge of the garage window. I have put water in a small bowl for him and I have also given him rice and popcorn . He does not have any kind of band on his leg. Any information would be greatly appreciated. I

Hi Wendy,

It very well is not be used to fending for itself so I suggest you sit a cage of any sort out to try to catch it or at least give it better shelter. It eats grain, not popcorn or rice as it can't digest these but it does need water.
Here is a link to the diet of a pigeon. I would not suggest that you keep the bird as it is rare and needs special care for it's breed.

Hi Wendy,

This is a pigeon and it most likely is an escaped pet. I would suggest that you put "found" signs up but not a picture because it is a rare bird, maybe ask for a finders fee to discourage people trying to claim it because it looks pretty. (you don't have to collect the money). You might also want to put an add in your local media. Someone is looking for this beautiful fellow or a possible lady.

Hi Wendy. I googled "fancy Pidgeon photos" and found this website: www.pidgeonrescue.org. They had photos of fancy pidgeons and one of them looked exactly like your visitor. You can probably find some useful information there, too.
