What kind of bird is this?

At my friends feeder, looks like it has sparrow like wings, but a red head and a fluffy greyish breast.. location.... long island, new york.

I also think that this is a finch. I'm guessing that the weather could be slightly inclement since the bird seems to have fluffed out to keep warm.

I believe this to be a male finch. Red polls normally only have the red on the forehead and not the chest with black under the beak/throat area.
