I think it's a swallow tail kite, which are a threatened species, if you think it is injured try calling your local branch of Fl game and wildlife, they can refer you to a raptor handler in your area.

It appears to have a curved bill so not a pigeon I would say. No webbing on feet also they appear to be talons therefore not a gull I don't believe. I think based on my assumption that it is a bird of prey and it's coloration and your location I believe it is a swallow-tailed kite. It is truly a beautiful bird I am concerned that it does not move. I hope it is okay.
