Bird was taking shelter in a strong wind. Little smaller than a sparrow.

It's an American Goldfinch in winter

Well Bob, that is a beautiful photo you've taken.
It is an American Goldfinch with it's winter coat on.

Looks a little like a young cedar waxwing. Doesn't have its peak yet. Just a guess
