What is this bird?

This bird was found in the backyard. It does not look like it has a tale and is missing patches of fur.

some kind of hawk..

it looks like a baby, a juvenile which is still getting its feathers in, which might be why you don't see s "tail"

I am no expert by far,,, but my immediate thought when I first saw the photo, was that it looked like a peregrine falcon. These are used for hunting and often chosen as a pet by some people. The wings may be clipped intentionally , as I have read this keeps them from straying too far from it's owners home.
