what is the name of this black bird with tan spots NEW

This is a European Starling and this like an immature bird. Was this taken recently or is was it taken late Spring of 2013? The Starlings in the PNW haven't laid their eggs yet to my knowledge and I know they haven't hatched.

The Starling is not native to North America and can be quite a pest. They are noisy and poop a lot and they consume a lot of food fast, but they do have one good thing about them, they have a beautiful song I would never encourage them, they will come anyway.
