what is the name of this bird?

Brownish with rust colored neck/breast area, 2" pointed beak, face looks kinda like a vulture, size of a quail.

Saw this bird sitting/feeding beside water with mallards and geese near by.

hi there,
I don't how large your quails are but a green heron could possibly be as small as 10" for a small one and up to 18" large, generally they are not that small. However, it does look similar to a heron and it could look smaller than it is if it's a young bird that just left the nest. It is difficult to tell, can you get a better pic, then we can give you a better answer.

My guess would be Green Heron. Hard to tell from that pic.
