What is it?

It is a hawk with 3 white rings on its tail, and it also has white stripes on it's wings. I live in Burbank hills and see hawks all the time but never this kind. they are usually the red tail hawks and even a turkey buzzard. Would love to have a brand name of this one. Thanks for your help
