what is it?

about 4 inches long; jet black wings and back; but a snow-white breast. Stands on very long legs for its body size; has an extra long beak about 2 inches. It's always chatting, quite noisy. I see them along the river bed. What kind of bird is it?

male has redish throat both have long tails otherwise brown or grey feathers. cannot tell undersides. nest is on top of pillar on porch
