What Are These Birds?

These birds visited our yard on Memorial Day and I have no idea what they are. There was a Crow nearby but I couldn't ID these poor, sorry looking birds either online or in my several bird books. I say they're sorry looking but because they're so ugly they're actually endearing! We live on a small lake in Central New York State.

Can anybody tell me what they are?
