Very strangly colored bird spotted in backyard

My friend saw this bird on the ground and tried to snap a picture of it. Is it an escaped pet, like a sun conure or maybe a wild bird who is flying off it's path? I have never seen a bird with these colors in our area. At first I wondered if it might be a pheasant, but he said no and we couldn't find anything resembling it. He said it looked like a peacock- So curious!

Hi, yes, it is not native to the area. It is difficult to ID from the picture but is most likely an escaped pet. If you can trap it you will be giving a loving parent a wonderful gift. It may not survive this cold weather either.

    Tourquoise bird, cardinal size and similar wing pattern and has a beige beak. Except for the beak color, looks like a Indigo Bunting. Is this a juvie??
