Tiny grayish birds enter cottony nest in tamarask tree from bottom of nest.

I live in Phoenix AZ. We have tiny grayish birds that come back yearly to a cottony nest they enter from a small opening at the bottom. The nest looks soft it is in the branches of a Tamarisk, near some large Indian Fig cactus.
