This bird has loud one tone whistle

So since 3am I've heard this extremely loud whistle unlike any bird I've heard. The whistle doesn't change tone or pace. It does one whistle about every 20 seconds. by 6am the whistle was still outside and by time other birds were out. But this whistle stood out way more it was louder and different from the rest.

Strangest whistle I have heard NEW

I hear the same sound in central San Antonio mainly at dawn or dusk into the night. It starts with several clicks then goes into one whistle tone for about 8 to 12 seconds - similar to a high pitched tea kettle whistle when the water starts boiling. . . .
