Spotted in Phoenix AZ

Curious as to what this bird is. I originally thought that the hair coming out the back of it's head was fishing line or some other debris, but viewing various angles it appears it's part of his/her natural appearance.

Thanks Judy! I hadn't heard of it before, and was surprised to find that it is typically a marsh area bird. Of course this was at a resort hotel with lots of water around, but it was in Phoenix...so this guy had to do some serious traveling through the desert to get there!

I mean really...what was he thinking???
