Sparrow like bird with long white hair next to eyes

This bird was perched in a pine tree in Dublin,PA, at my daughters home. It didn't move for 24 hours and did not flinch when photographed.

We looked in lots of books and online and found nothing like our visitor.
Hope you can help.

 fuzzy "horns"

The Cornell Lab Of Ornithology responded that this is a Fledgling House Finch. When they leave the nest, they often grow these fuzzy "HORNS". A good learning experience for all.

 Long white hairs?

I am still wondering about those long white hairs? Maybe they scare off predators.
