Smaller than a sparrow with a longer beak?

Smaller than a sparrow with a beak that is twice as long, very fast flying, makes a high pitch chatter sound when I approach it. Brownish color. Thought it to be a finch of sort.

    It is grey with a long beak and a white ring around it's neck. The bird is about the size of a dove and I live in Florida near the Georgia line.
