Small UK bird in a flock

2 flying birds

This bird had a solid brown head and a white breast. Their breast may have had a few big specks on it.

It looked to be roughly the size of a starling, or slightly bigger.
They were in a flock, but they didn't all fly together.
Their combined calling sounded like laughing.
Also, they flew past really quickly while calling.
Any idea what it is?
Sorry about the poor photo, it was very difficult to catch them on camera.
