small tan bird, pale yellow breast, top knot

In utah, large flock of at least 50, flock appeared jan 15, assuming they are migrating, I have never seen this bird before. They seem to be eating berries, bigger than a finch, smaller than a robin, they are very plump.

Could it be an American Goldfinch? I found a picture online and it was beigeish with pale yellowish chest.
