new visitor to the suet feeder

Black head, back and wings. I would guess a woodpecker. It was on the ground under the suet feeder. Bright and distinctive coloration. Crisp white chest with bright red neckerchief, point in the breast. Couldn't find any photos of woodpeckers with bright red neckerchiefs. Any ideas?
