need help in identifying bird

9 inches; strong light colored beak; tan head, very black patch under throat; the back is tan and speckled; positions itself on poles like a woodpecker but also looks down and flies to the ground; I can't see what it is doing on the ground; I can't see the color of it's legs and feet; we have had odd weather and this is the first time to see this variety; location North San Diego County, California, USA.
