Need help identify this type of grouse or quail.

We live in suburban Phila PA. We spotted this bird while walking. It let us come right up to it. Approximately 18-20" tall. Slightly webbed feet if you blow up the picture. Pale yellow in color.


We looked trough the Peterson Field Guide and could not identify this bird.

My thought was it was some type of grouse or quail.
