Monkey-Bird?

What i saw was a little chubby bird and it had a white breast area. The wings were mainly blue with some white near the end of the wings feathers. The call swounded like a monkey. It was not the white-breasted nuthatch. It did not sound that pitched it was a more low pitch, like a very calm, almost a whisper.

I have a tree outside my window and i heard it, so i looked and it was a bird. I saw it very close but never seen that type of bird before.
