MD bird found while kayaking

My husband was kayaking off the Chesapeake Bay in Rock Creek when he saw this bird. It only had its head sticking out of the water. My husband paddled over and picked him right up and he sat on the kayak the rest of the way home.

We tried calling several places and can't seem to get anyone to call us back. Any idea what he is so we can maybe find something to feed him? Looks like a type of gull to me...maybe a juvenile. The coloring is just strange and I can't seem to find anywhere online to identify him.
