Loud chirp, long tail, hops along ground or fence

I see him usually as it's getting dark or getting light. Because of the lighting it's hard to tell his markings but he seems to be mostly gray. It's a medium size bird, with long tail, seen hopping on the ground but sometimes on the fence. Makes a single loud chirp.

Describe the chirp? It might be a catbird if it's making a kind of "eeeenh" sound.

...or if's a kind of sharp, vibrating peal, then I'D like to know what it is. There's a bird I hear late at night around here (Philadelphia) but never see.
