Large white wings with black tips

There is a pretty large bird in our upstate NY rural area that has us stumped. It looks like the wing span could be 3 or more feet wide. I have only seen it in flight. The wings are white with black at the tips. It appears to be a bird of prey but I don't know much about bird identification. Any ideas would be appreciated. We live near Utica, NY, so it probably isn't a shore bird . . .
