There is a bird I see in my neighborhood in the California inland area they call the inland empire. I've also seen it in San Diego. In San Diego it was nesting on the ground in an open field. There were 4 black and white eggs very well camouflaged. It makes a very high pitch sound while flying or running. It flys very close to the ground. While on the ground it runs very fast. I've seen it do the broken wing act to distract predators from it's young. It looks like a mini Roadrunner. ??????

By your description of the broke wing act, it is likely a Killdeer.
