Swainson's Hawk?

I checked a site that lists birds of Yellowstone Park and found the Swainson's hawk which seems to strongly resemble your picture and description. Perhaps someone else can verify my finding

    It is grey with a long beak and a white ring around it's neck. The bird is about the size of a dove and I live in Florida near the Georgia line.
