Hopping bird with an owl-like face

Saw a large black bird with an owl-like face picking at roadkill...hooped off the road, then hopped back on when no traffic. Spotted in Clarksville, TN

The Northern Harrier is a hawk with an owl-like face, and they hop and eat road kill. As with all birds they vary in color but you didn't say if this bird was all black.

If it was completely black it would have to have been a raven or a large crow, but they don't have a face that looks in anyway close to an owl.
