Help in identifying large bird

Seen recently in rural western Maryland.

Large bird approx. size of common turkey buzzard.
Larger than hawk.
White round spot(maybe 4" diameter) at end of each wing
as seen from below when flying, where hands would be
for a mammal. Feathers are mostly gray-brown, and look
more like some eagles have than vultures.

Have never seen one like this.

My dog barks at large birds overhead and I get to see many!
