Gray Horned Bird

I saw this type of bird in Pennsylvania on a tree.

This is the only similiar picture I could find online.
Looked at all my bird books and online...could find nothing else. Please help me to identify it.

Someone suggested this could be brown headed cowbird....It is much bigger...The actual size is of a seagull. Anybody have any idea? Thanks.
