Crackle with a white head?

I live in central Ontario. It is the end of March so the usual birds are coming back. What I call crackles are invading the bird feeders. This bird is the same size had the same appearance except for the white head that spreads down to the wings but then fades to the usual black. As the wings spread there are very prominent white markings. Because of its behaviour I am wondering if this is possibly a abnormity or another species?

Saw the same bird in PA NEW

I saw this same bird I think in the Lehigh Valley on March 7, 2018. Definitely a crackle with what appeared to be mutant gene for head color.....
