Central Indiana hawk

It has a brown neck, yellow legs; it walks not hops; its tail is short, a little stubby with a white border at the end when he spreads it. His underside is light in color with some darker flecks and his topside is dark with again some flecks of lighter color He lives in Indianapolis. He killed a small bird and spent a long time eating it putting one foot down on his prey and pulling up the pieces. I think his beak was yellow. When a squirrel came near ,he spread one wing and frightened it away. When he had finished his meal, he just stood on the grass in the sun. Thanks for an id.
