Blue colored water bird in wisconsin

Saw this bird in Mequon,WI along the shore of a small lake. It was eating fish or bugs out of the water, but just standing in one place. I wasn't swimming or anything like that. Body is mainly blue with what looks like a purple chest. It was around the size of a small chicken, from what we could tell. The beak looked somewhat flat.
