Bird spotted in Louisiana

This bird was spotted in Natchitoches, Louisiana at an Alligator farm, in a marsh-type setting. I can't seem to find pictures of similar birds online. The bill reminds me of a woodpecker, but the colors (which are beautiful and eyecatching) throw me off. Can anyone help identify it?
