Bird in winter in Oshawa, ON?

I just saw a bird perched on a shed by my home in Oshawa, Ontario.It is snowy outside - I first thought it might be a robin because it looked like it had an orange breast - when looking through the binoculars it had an orangey/yellow breast with a black and white stripe on it's head. It was the size of a robin and was quite puffy (looked fluffy for winter). When it flew away it definitely had a larger wing span than a robin and the wings were kind of pointy? Could it have been an American Kestrel? I've never seen a bird like this one before.

Unfortunately I didn't get a picture. :(

    It is grey with a long beak and a white ring around it's neck. The bird is about the size of a dove and I live in Florida near the Georgia line.
