Bird I saw at Yaddo Gardens in Saratoga, NY

I saw this beautiful bird flying around today and caught a photo of him as he landed one time. He was perched over a large pond, and spots he moved to were other advantageous hunting spots for him over the pond it seemed. Thought it was a form of woodpecker by the way it was flying. Can anyone help identify this bird for me? I've been looking on line and need help.

Unfortunately I could not see it's breast markings or get close enough to see its eyes. I wish we could have. But when it flew it had iridescent green tail feathers in the back.

Can you describe any breast markings and color and approx size for us, please? Could you see the color of it's eyes?
