Bird at West Virginia rest area

by Sandy
(Granite City IL USA)

On our way to Richmond VA we stopped to have a picnic lunch at a rest area in West Virginia. There were about 12 of these birds in the area. I would like to know what the name of these birds are. Thanks for your help
