big, black, gull-shaped bird with owl-like face and white feet, not webbed

In a residential neighborhood of York, PA, USA on October 18, we saw a large black bird with a strange, gray, owl-like face, like the circle of paper plate. But it was not shaped like an owl. Its body was kind of gull-shaped, but it was bigger than a gull. Its legs and feet were white or gray. The legs were longish, but it didn't stand as tall as a crane. The feet were not webbed, and had at least one prominent backwards-pointing toe. The beak was the length of the head or maybe a little longer, with a bit of a hook at the end. It stood and looked back at us for a while, not seeming very afraid, but than away walked rather than hopped. It seemed to have a little difficulty taking off, as if it was heavy or worn out, but it was able to fly to a roof top. We've never seen anything like it. Anyone have an idea what it could be? I'm sorry that we had no camera.
