Big bird, funky feather!

I was at a animal rescue facility today, and i looked and found an all white feather and near the tip was a think black strip, but some white was still al the top. I got a glance of the bird that dropped it, and it kindof looked like a vulture, and the fan of tail feathers all matched the one in my hand. We left the facility, and i've been wondering what type of bird dropped this feather! I am making a bird feather collection, and i always draw and write information about that bird that the feather was from, but i cant draw or write information about a bird i don't know about!

I don't remember about the rest of the body, because the bird was walking away, so i only got a glimpse of the tail feathers. I don't know what type of bird it is. Please help me!
