Baby bird on my porch

Found this baby bird in my pot of tomatoes on the porch. It doesn't seem injured and has looked at me a couple of times although it has been sleeping in this pot for most of the time. I think there's some sort of birds' nest about 15' above the general area but I see no sign of his family. What do I do? I put a small plastic cap full of water next to him but he hasn't seemed to drink. I haven't touched him or disturbed him but if he doesn't start doing for himself, I'm sure he will die. Is this an Orange Crowned Warbler?

It finally regained itself and flew away! NEW

After calling the local wild animal rehabilitation center, I was preparing to try to place it in a nest I found nearby. Suddenly my daughter woke it up with her squeals of excitement and after a few minutes, it flew up into a tree! All's well that ends well! I wasn't expecting such a good outcome. It must have flown into my window and knocked itself out for a while. Thanks for posting my question though :)

    It is grey with a long beak and a white ring around it's neck. The bird is about the size of a dove and I live in Florida near the Georgia line.
