Are they falcons or not?

We have spotted two larger than pigeon sized birds in our back yard. The male keeps attacking the female, while she just sits and allows it to happen, he will do his business, leave and return within minutes, sometimes with what appears to be nesting material.

The female (we think this is the female), is a slate grey, and her head and under carriage appear white, but she has large almond shaped black feathers around her eyes. She has the stubby beak like a hawk. The male is considerably larger, and has a pretty large wing span for the size of bird he appears to be. We are thinking it may be falcons, but we cannot find anything to match their description.
We live in Hutchinson KS, south central part of the state, and have never seen any birds like this before, can you help us out, we see them mainly in the same tree, but no nest is visible, they set up rather high.
We are not quite sure, but think there may have been another couple joining them last evening.
