amazed

First off I need to emphasize there were no drugs and/or alcohol involved in this siting and sadly we took no photo. That being said we observed a large (bigger than our resident red tail hawks who nest on our property each year) bird of prey that sat on a dead pinetree for several hours in Salinas, CA (Monterey Co). The wings and body were dark grey/black as was the beak & feet and the chest and head were white however there was a black stripe running horizontal across the face over it's eye area (I named it Bandit). If anyone could please advise us of what type of bird this might be we look forward to your replies.
