acts like a woodpecker, but not??

(Mentor, Ohio)

in the forest of Ohio yesterday, by a small river, on a stump pecking, on the picnic table pecking, sounds like a woodpecker, chirpy warble, looks like: size of medium woodpecker, maybe smaller than a kildeer... grey and white smooth swirly back with pale greys, not patches; very white chest, white stomach and maybe all around neck, black small crest up the back of the head, sharp bill, couldn't see length. white or grey white head. What could it be?
